Okay, sorry for the misunderstanding.  But CSS statements really don't 
mark anything up, so we might avoid future misunderstandings by referring 
to HTML as markup and CSS statements as at-rules, rulesets or whatever is 
appropriate in the context.

I think there's too much emphasis on the "author's intent" here.  If the 
author intends a certain rigid appearance, he or she is likely to be 
disappointed on the Web.  An arbitrary magnification of content would 
allow better cascadability in both user and author style sheets, since all 
lengths could be adjusted in synch.

Authors may wish to emphasize a certain section by increasing all lengths; 
increasing font-size is another option, but this would ignore things like 
border widths and margins that could be suitably increased along with the 
font-size.  Obviously this would not be ideal in some situations, but I 
can certainly see an advantage to having it as an option.

The font-size property already provides text magnification.  Or am I 
missing something here?
