Percentage height in CSS Positioning

The CSS Positioning Working Draft states [1] the following:  "For elements 
with 'position' of type 'relative' and 'static', the behavior of 'width' 
and 'height' is unchanged from that defined by the CSS1 formatting model."

Does this mean that elements with 'position' value 'relative' or 'static' 
cannot have percentage heights, since this was not permitted in CSS1?
