The way I've looked at it (which may be wrong) is that if no declarations 
in the author style sheet apply, the inherited value in the author style 
sheet is used and cascaded with the value from the user style sheet or UA 
default.  On re-reading #1 of the cascading order a few times, I'm 
thinking that this interpretation is probably wrong.
