IE and N handle this by not closing an open <P> when they encounter a
<TABLE>. By specifically allowing TABLE in P, wouldn't this be implicit

Current browser behavior in IE and N is to cause a line break before
and after the table if the table is not aligned or floated. But the
line break is not a paragraph break. If there is untagged text beyond
the closing tag on the table, the table is considered to be embedded in
the paragraph. This is the way it works now in the majority of browsers
used. So why do you believe that the structure of existing documents
would need to be changed if this behavior were formalized?
