If possible, I'd like a CSS side interface to scripting languages that
would let me provide an easy interface for an outside script to access
rule declarations.  At the same time, I'd also like to have access control
over what rule declarations a script can read or modify.

I wrote a quick proposal over how such an interface could work, but I
didn't think posting it to the list would be appropriate at this time.
What exacly is the CSS Object Model?
