Is that correct?  Can SPAN really start in one block and end in
another?

example:

<P><SPAN>Hello
<P>There</SPAN>

I see this as being wrong as a parser should (ignoring any rules of
SGML) convert to this:

<P><SPAN>Helllo
</SPAN></P><P>There</P></SPAN> <!-- this tag becomes an error -->

So is that really possible?
