Actually, there already is a frames-in-style-sheet proposal before the
W3C... check the Style Sheets page for a pointer to it. I first saw
mention of it on a Microsoft web page where they discuss future
directions for Internet Explorer.
I do agree with the assertion that frames should have their own
meta-document standard and should not be part of HTML. I also feel
that current browsers should do a much better job of supporting
the frame user interface, with each frame being a first class object.
The implementations in IE and Netscape all have certain UI problems,
in my opinion.
