CSS1 attribute addition proposal: bg-transparency

The proposed propoerty fits well into the framework of CSS. CSS1 has
been stable for some time and will will not add new features unless
thers is concensus among implementors.
We have started taking notes for CSS2 (or whatever documents that
follow will be called). In a proposed CSS layout language, a
transparency value for frames (i.e. not elements) is proposed.

.. which is a good argument for making it a per-element property.
