Proposed Resolution: Publish updated CRD of compositing-1

Hey all,
It has been a long while since we published an update to compositing-1. Chris Lilley has gone through the draft and updated the changes section, editors, and test annotations to get things into a publishable state.

This is notice that we will be taking this resolution in one week’s time unless objections (or substantive concerns) are raised in this issue:
