Proposed Resolution: Close scrollbar accessibility issue

Hey all,
Issue 6984 brings up issues with scrollbars for people with learning and cognitive disability. The specification already mentions accessibility issues, and there are no specific changes requested in the issue. So the proposed resolution is to close the issue.
