[css-counter-styles] About setter of system attribute

Hi,

Not long ago, I proposed marking system attribute readonly. However,
today I realize that it is not necessary to do it. We just need to
reject any change to the system type instead of the whole attribute.
In other words, it should be acceptable to change the argument of
system attribute, like the first symbol value for fixed and the
overridden system for override system.

For this reason, I propose that, we should remove the readonly mark of
system attribute, and state that only the argument part of system
could be changed.
