[css3-ruby] Section 2.2 step 6 talks about a situation that cannot happen

Specifically, this part of the text:

any consecutive sequence of ruby annotations and inter-annotation
white space not parented by a ruby annotation container is wrapped
in an anonymous ruby annotation container

The definition of "inter-annotation white space", per step 5, is
"anonymous ruby annotation containing only white space ...".

The only way to get an anonymous ruby annotation is from step 3, and
requires a ruby annotation container parent.

Therefore there cannot be any inter-annotation whitespace which is not
parented by a ruby annotation container.

Is the error in step 6 (in that it should just talk about consecutive
sequences of ruby annotations), or in the earlier steps (in that they
should produce inter-annotation whitespace in some situations where they
currently do not)?
