I think it would be more consistent, and less confusing, if the value 'start end' was called start-end (ie. add a hyphen).

The I18N WG discussed this and is satisfied that (a) this cannot be changed for historical reasons and (b) you will examine the related cases again in 4. As a result, we are closing this issue as "satisfied".
