[css-selectors] user's privacy and :visited selector

CSS3 Selectors has the following note and normative text:

Note: It is possible for style sheet authors to abuse the :link and :visited pseudo-classes to determine which sites a user has visited without the user's consent.

UAs may therefore treat all links as unvisited links, or implement other measures to preserve the user's privacy while rendering visited and unvisited links differently.
“

Is there any interest of browser vendors to specify it in more detail for the next level 4? In particular: which properties can be set at all (or need to be ignored) and which properties should be allowed to have at least a visual influence. It seems that a white list of properties that can be set in all UAs today may be a good start. See the post from David Baron to :visited selector [1].
