[css-shapes] Missing sections "Values" and "Module interactions"

CSS specification should have the two sections "Values" and "Module interactions". That explain the user where the definitions for values can be found as well as the interaction of the current spec with other specification. The editors may know best how Shapes influences CSS 2.1 or other specification for the section "Module interactions".

For "Values" I suggest something like:

This specification follows the CSS property definition conventions from [CSS21]. Value types not defined in these specifications are defined in CSS Values and Units Module Level 3 [CSS3VAL].

In addition to the property-specific values listed in their definitions, all properties defined in this specification also accept the inherit keyword as their property value. For readability it has not been repeated explicitly.

The last paragraph might be a duplication of text in CSS Values and Units Module Level 3. Needs to be checked.
