If you follow the definitions of the terms involved you will find that
this is actually well-defined and should be clear, specifically,

"Time values are dimensions ..."

"A dimension is a number ..."

"A number is either an <integer> or zero or more decimal digits followed
by a dot (.) followed by one or more decimal digits."
