[css-lists] Counter names as <custom-ident> rather than <ident>

Hi,

Counter names in the Lists spec grammars should be written as 
<custom-ident> rather than <ident>, with <custom-ident> defined by 
reference to Values 3. This specifies that counter names are case-sensitive.
