[css3-overflow] Publishing first public working draft

I'd like to take http://dev.w3.org/csswg/css3-overflow/ to first
public working draft.  (If my memory is correct, we discussed this
before, but I said I wanted to make some further edits.)

I recently added the section
http://dev.w3.org/csswg/css3-overflow/#overflow-properties which
describes the overflow properties themselves and how the computed
values for the different values interact with each other.  Comments
on this section would be appreciated, either before or after FPWD.

I also just made a change to resolve one of the many open issues,
based on an idea that roc suggested a while ago, which is the rule
that with overflow:fragments, display, position, and float are
allowed to change between fragments as long as display-inside
doesn't change between fragments.  There's still an open issue on
exactly how to specify this, which depends on what we eventually do
for display-inside and display-outside.

I realize there are a large number of open issues, and also some
sections that still need to be written.  However, I'd like to
publish a working draft to start getting feedback from a larger
audience.
