there is a document on Korean language / Hangul text layout being
developed at:
http://www.w3.org/TR/klreq/ (Working Draft)
http://www.w3.org/International/docs/korean-layout/ (Editor's Draft)

I think it may be of interest to those working on the development of
CSS, as http://www.w3.org/TR/jlreq/ (for Japanese) has been.
