[css3-syntax] Scientific notation vs. number type (integer or not)

Hi,

The working group resolved on 2012-08-15 to add scientific notation for 
numbers:

One detail visible in the minutes and not the summary is that this only 
applies to <number>, not <integer>. (Which I agree is saner.)

Therefore, 3.3.19. Sci-notation state should start with `Set the number 
token's type flag to "number".`, just like 3.3.17. Number-fraction 
state does.
