It's common across specs that fantasai and I edit, and I think it
makes it far easier to read and understand the ToC.

Got your history wrong - B&B4 last had its headings updated before
fantasai changed B&B3's headings to be more descriptive.  It's not a
revert, just an obsolete spec.
