[css-layout] Objection to publishing the Template Layout spec as written

As Daniel stated in the minutes for the telcon, the Template Layout
spec is now covering the same ground as Grid.  I don't think we should
be pursuing the publication of two specs that are mostly identical and
solving the same problems, especially since only one of them has
implementor interest.

Template Layout does have several additional abilities in it beyond
what Grid Layout currently has, but I think those should either be
folded into Grid, or put into Grid 2, after we get the basics of Grid
1 implemented interoperably.

I don't see any positive value to the group, to implementors, or to
authors in publishing the spec as-is, and quite a bit of negative
value from the confusion potential.
