[CSSWG][css3-values] Updated CR of CSS Values L3

The CSS WG has published an updated Working Draft of the CSS Foo Module Level #:

     http://www.w3.org/TR/css3-values/

This CSS3 module describes the common values and units that CSS properties accept and the syntax used for describing them in 
CSS property definitions.

In addition to a handful of other fixes and clarifications, the update
defines the interaction of scrollbars and viewport units.
