Given this and other's feedback, I've added a single sentence to
css-regions defining the offsetParent behavior for named flow content.
When searching for the nearest positioned ancestor, the offsetParent
algorithm should skip from the top of the named flow directly to the body
element. This is what happens in most of the default cases anyway.
