[css2.1][css3-fonts] testing font-family syntax

I put together a test of unquoted font family names, both in font and font-family
property declarations.  It assumes what Bert said at the F2F is correct behavior,
that 'inherit' is an invalid name but 'foo inherit' is valid.

Running this with different browsers shows a wide variety of behavior with
very little consistency.
