[css3-grid-layout][css3-layout] Scoping Grid vs. Template Layout

The editors of the Grid Layout and Template Layout modules had an action
item to discuss scoping their specs in order to remove overlap. The
conclusion of this discussion was to shift/merge the following sections
of Template Layout into the Grid Layout module:

   Chapter 2: Declaring templates, which covers declaring the template slots
   and the row and column sizes, and the computation of those sizes

   Section 3.2 and 3.3: Positioning an element into the grid (as opposed to
   flowing the element into a slot pseudo-element, which will stay in Template).

   Section 6.3: Stacking order of items positioned into the grid.
