CSS re-positioning of inline elements

On the HTML5doctor site is noted that in Hangul, the ruby text is
actually written before the base text, unlike the default fallback
HTML markup. Is there a way to make such thing of inline
re-positioning via CSS? Considering this may be an issue in other
areas (incorrect position in markup due to semantic or architectural
reasons) it may be interesting to have addressed.
