Correction:
- Typo: 1px vs. 2px in my examples
- Typo: it should be "style.borderColor" not "style.border-color"

Agree.  OM, not Values, module is responsible for addressing the canonical order AND (IMO) the UA should not be expected to retain the specified ordering but instead return the canonical ordering.
