I don't think this is, by itself, a reason to split a list.  A reason to split a list is that it is high volume and the user population can be divided: that is, A and B can be discussed separately AND there are people only interested in A, and only interested in B.  If this isn't true, then splitting the list merely gives everyone two lists to subscribe to, not one.  And if you split when the subjects are not really disjoint, you risk misinformed people…
