[css3-exclusions] issue 15093

This is an update to Issue 15093 
(https://www.w3.org/Bugs/Public/show_bug.cgi?id=15093).

Following discussion with Alan Stearns, we think this is not desirable
for a first level of the spec. We propose to close this as WONTIX for
the time being, we may revisit this in the future.
