[css3-values] Punt min() and max() to level 4

Based on the discussion in the prefixing thread
<http://lists.w3.org/Archives/Public/www-style/2011Nov/0332.html>,
Mozilla believes that min() and max() aren't stable yet (David Baron
has previously raised objections over it due to the quirks of table
layout and perhaps other places).  I tend to concur.

I think we should punt it so we can give it proper thought without
slowing down the rest of the draft.
