Tab's right. We should not be standardizing exactly how Web content gets
scaled and resampled. Browsers can (and do) make a lot of clever decisions
based on performance tradeoffs that depend on the content, the hardware and
software platform, and other conditions. These optimizations should not be
forbidden by a spec.
