For what it's worth, I already have a proposal for a policy property
for line-height:
  http://dev.w3.org/csswg/css3-linebox/#LineStacking

I could imagine adding a 'glyphs' value to that property; doing so
would allow a declaration like 'line-box-contain: block replaced
glyphs'.
