[CSS21] "while parsing a declaration" (Re: WD 4.1.6, 4.2: parsing of blocks

I attach an HTML document that tests UAs' interpretation of
"while parsing a declaration".  There is agreement among the UAs
I tested (Gecko and Konqueror,WebKit,Chromium), so the attached
file also includes some proposed clarifications to this phrase
(in the "malformed declarations" part of section 4.2).
