publish CSS device adaptation as WD

Hi,

During the Kyoto f2f, we (Opera) presented our draft for CSS device  
adaptation. The WG resolved that once the 3 main issues raised during the  
f2f dwere marked in the editor's draft, it could be published as a WD.

The current draft (Dated July 6) has these issues marked in, so it should  
be ready for publication as a Working Draft. Can we go ahead?
