My impression is that the latest efforts of the W3C is to standardize 
not only correct behavior, but also error handling.
Since 1-2 digit hex codes are already on the web, maybe it would be a 
good idea to standardize their behavior, rather than letting browsers 
decide.

Whether they should be *valid* though, that's another question.
