Unicode to develop a Technical Report for Japanese layout

At the last Unicode Technical Committee meeting (Aug 1-5), I presented a 
proposal (attached) to develop a Unicode property and algorithm to 
support Japanese layout. The first target is a mean of determining the 
orientation of character in vertical lines.

The discussion resulted in:

[ 128-C43 ] Consensus: Authorize a proposed draft with working title 
"UTR #50: Unicode Properties for Vertical Text Layout".

[ 128-A131 ] Action Item for Eric Muller, Editorial Committee: Create 
Proposed Draft UTR #50.

I am now working on this proposed draft.

(At this point, the preliminary minutes of the meeting are not public, 
but that's all they will say on this subject.)
