Speaking of this it makes sense to introduce background-position-top,
-left, -right and -bottom instead of old -x and -y.
I have just thought about the use case: imagine you have a some image
positioned like bullet and want place it left for ltr languages and right
for rtl. Then you have only to change background-position horizontal
position and you not actually need to change vertical one. The latter
may vary due to different issues.
