[css3-writing-modes] New WD: CSS Writing Modes Module Level 3

The CSS WG published the first draft of a new module of CSS, called "CSS 
Writing Modes Module Level 3":

From the abstract: "This module specifies the text layout model in CSS 
and the properties that control it. It covers bidirectional and 
vertical text."

In fact, the module is new, but the functionality is not. It was 
previously part of the Text Module, with slightly different properties 
and keywords.
