[css3-mediaqueries] new CR of Media Queries

The CSS WG published an update of the Media Queries module:

It's still a CR and the changes are minor. The grammar now correctly 
hooks into the grammar of CSS 2.1. A mistake in the error handling of 
the 'not' keyword was fixed. And there is no more ambiguity about the 
size of scrollbars in the calculation of 'width' and 'height'.

We continue working on the test suite and are still asking for 
(implementation) experience with the specification. Feedback is welcome 
at least until the end of October. The expected next step is a Proposed 
Recommendation, as soon as we finished the tests and wrote a test 
report.
