[css3-selectors] when both a and b are 0 in nth

Would it make sense to make nth pseudo-classes be ignored when both a and
b are 0? It is a reasonably easy case to catch and is very likely an
authoring error of some kind.

While working on figuring out what the serialization should be for
Selectors I found out that Opera already does this. Firefox and WebKit
currently do not.
