One other point about adding individual properties for text-shadow
and box-shadow:  this would add yet another case (in addition to
multiple background layers and transitions) where is a single list
spread across multiple properties with complex rules for matching
the items across the lists when the length of the property lists
don't match.  *That* has been a significant source of implementation
complexity, and I really don't want to have to implement that more
than necessary.
