I assume you mean bug 155507 [1].  Note that that patch got backed out, 
so in fact currently rules="all" implies collapse in Gecko, as I said.

As bug 155507 says, we might reevaluate once bug 43178 [2] is fixed. But 
I'm somewhat dubious about it at this point.
