There's CVS access of the currently-published tests, and instructions
for building them here: http://wiki.csswg.org/test/css2.1/harness

There's SVN access of all submitted tests, including unreviewed tests,
here: http://test.csswg.org/ The SVN repository is still a bit
disorganized, though.

If you need a zip file, email me about which set of tests you want, and
I'll create one for you.
