It looks like the latter. 
http://www.w3.org/TR/2000/REC-DOM-Level-2-Style-20001113/css.html is the 
relevant spec, and it doesn't actually specify this behavior.  On the 
other hand, it doesn't really specify _any_ behavior for setProperty, if 
one looks carefully....  ;)
