[css3-lists] filled-circled-decimal can have 0-10 too

Right now http://dev.w3.org/csswg/css3-lists/#non-repeating defines
the 'filled-circled-decimal' list style type as being valid only in
the range 11-20.  Unicode does have 0-10 equivalents for those
characters, I think:
