round's sizing behavior is described in the sizing section (under background-size).
background-repeat's definition states
   # Specifies how background images are tiled after they have
   # been sized and positioned.                ^^^^^^^^^^^^^^^
     ^^^^^^^^^^^^^^^^^^^^^^^^^
