[css3-background] fallback color

It would be nice if the specification was slightly more explicit as to  
when the fallback color is actually used. At least one QA tester thought  
it should apply if background-image was not at all specified (I believe  
that's wrong). Slightly clearer prose and examples that also include image  
references and indicate what would render would help here.
