[CSS21] The first page

The group version of CSS2.1 says in Section 13.3.1, "Whether the first page of a document is :left or :right depends on the major writing direction of the document."

But it doesn't say that for a major writing direction of rtl (ltr), the first page is a right (left) page.  Any reason not to nail this down for 2.1?
