In what way do you mean "[tell] whether given style is..."?  Do you
mean an explicit flag in the <link> or in the stylesheet itself (an
@theme rule?)?  Or do you mean an automagical detection of the
stylesheet as creating a particular effect?  Or do you mean something
else?
